Fair Opportunity & Requests for Quotes
BFI competes for SEWP orders under the fair opportunity process in FAR 16.505(b), including through the SEWP RFQ tools. Order selection documentation is maintained by the issuing procurement office, not submitted with the order.
BFI only markets and quotes IT solutions listed on our SEWP contract and available in the SEWP database of record. In response to a Government RFI for market research, BFI may include unlisted items only if they are clearly marked as not yet on contract and we submit a technology refresh request to add them.
For RFQs and Market Research Requests, BFI quotes only on-contract items at or below the Attachment F database price at the time of quote. If we cannot fully meet an RFQ's requirements, we submit a No Bid unless partial quotes are allowed. Every BFI quote states its validity period, and we honor all orders placed within that period. Responses through the NASA SEWP online quoting system follow Attachment C, the Contract Holder User Manual (CHUM).
BFI uses information from the SEWP Contract Holder Only Page, such as RFQs and RFIs, solely to propose on SEWP requirements. We do not share it with third parties, including non-SEWP companies seeking to submit unsolicited proposals against posted requirements.
